Sabra, Wang & Associates, Inc. (SWA) is pleased to announce the July 8, 2013 opening of our ASSHTO accredited construction materials testing lab in Baltimore, MD. SWA is a multi-disciplinary civil engineering firm, now offering materials field and laboratory testing. This expands our construction engineering and inspection (CE & I) services assurance materials utilized during construction meet ASTM specifications and sustainability requirements. Our CE&I QA/QC program ensures that the job is done right the first time. Our safety program ensures that our staff and laboratory meet the highest quality standards and operate with Safety First.

Our field and lab personnel are experienced in providing detailed documentation of construction operations and ASTM specification compliance. Our strategically-located, accredited materials testing laboratory in the Mid-Atlantic region and full array of field equipment enable our professionals to efficiently determine precise methods for qualifying construction materials.

Bill PayneMr. Bill Payne, SWA’s CE&I Division Manager, has over 17 years of experience managing and supervising construction testing and inspection personnel for full compliance with contract specifications. SWA’s inspectors use ASTM material guidelines (i.e. corrosion assessments, concrete and coating inspections), which require understanding and implementing engineering principles. In addition, Mr. Payne previously held the position of Team Leader at USDOT FHWA Turner Fairbanks a world renowned Concrete Testing Laboratory. In this position, he managed laboratory staff with new concrete mix designs as to ASTM and AASHTO standards for concrete tests such as sampling, slump, air content, compressive strength, Modulus of Elasticity, Rapid Chloride Penetrating Testing, Freeze-Thaw, petrography prep and Linear Travelocous Point Count. He has mentored personnel on codes, regulatory compliance, government policies and procedures and provides specialty construction expertise. As SWA’s CE&I Division Manager, he manages on-site staff at multiple agency site locations. He also trains staff on current practices used in the industry to comply with certifications.

SWA has supported, as prime and as a subconsultant, significant and innovative projects throughout the state of MD for MD SHA, and MdTA, the City of Baltimore DPW and DOT; and in VA in the cities of Arlington, Falls Church, Winchester, and in the Hampton Roads area. We routinely provide testing and inspection services during construction of foundations, highways, railroads, dams, bridges, towers, sign structures, facilities and sewage treatment facilities, dock and waterway facilities, and many other construction projects.


1502 Joh AveSWA’s convenient location near I-95 in Baltimore offers easy access to I-95, I-695 and the Baltimore harbor tunnels reducing turn-around time for materials to the lab for testing.


The SWA former headquarters office space at 1502 Joh Avenue, Baltimore, MD 21227 has been retrofitted as the SWA Materials Testing Lab. It is conveniently located near I-95 and I-695 in the Caton Office Park.

Testing Facility

The SWA lab is accredited by ASSHTO for materials testing. The lab is outfitted with all new field and laboratory testing equipment including the new Digital MC-250 Compression Strength Machine. Other features include, include Digital Data Collection and Video surveillance enabling 24-hour monitoring. In addition, our staff has had the experience of operating and obtaining certification for other lab facilities and we are able to design build an on-site facility for specific projects or clients.

SWA’s digital compression testing machine is rated for 7,000 psi enabling testing of high strength concrete typically used on bridge projects.

CEI & T Services

As a support to the other SWA services, we are able to support clients in the public and private sector. We are able to establish and maintain detailed records and logs required for this dual role. Our staff of highly qualified highway construction, highway and bridge inspectors are available to meet our client’s individual needs.

Our inspectors have worked successfully over the last 15 years to complete various projects including work with conduits, roadways, and bridge construction. Our work is largely in the field but we also provide support on-site at the Maryland Transit Administration and various MD State Highway Administration (MDSHA) Offices including the Traffic Engineering Design Division (TEDD) and the Office of Traffic and Safety (OOTS). In these offices we are providing Office Engineers and Inspection Staff that work hand in-hand with the SHA personnel to inspect and ensure contract compliance per design and ASTM Standards.
